Information Sharing Success in Korean Metropolitan Governments: Combining Multi-level Factors with Fuzzy-set Analysis

Abstract

The academic and practical interest in information sharing across organizations in the public sector has increased as a way of enhancing efficiency and effectiveness of e-government initiatives. However, empirical study on inter-relationships among various conditions for promoting information sharing has been rarely conducted in the previous literature. In this vein, this study aims to examine a combination of causal factors influencing information sharing in Korean metropolitan governments through the fuzzy-set analysis by setting information sharing as an outcome variable and setting information/technology factors, organizational/managerial factors, institutional/political factors, and contextual/environmental factors as causal variables. According to the two causal pathways to high level of information sharing, one presents a management-driven pathway and the other presents a technology-driven pathway, but high level of IT investment and IT project management are included in both causal pathways. These findings illustrate that the Korean metropolitan governments should make an effort to enhance managerial capacity and satisfy institutional conditions for implementing their information sharing projects, as well as an effort to expand technological infrastructure and increase information compatibility.
